The disparity in cap space available is ridiculous, no team should have 40 million more as their cap than the lowest. Not that the Browns are going to spend 217 million, but the NFL needs to limit these caps or do away with the salary cap all together..

They have to spend 90% of the cap over 3 years rolling each year
