It works! With the massive cap space in 2019 and later, the team is able to add 2 top FA this year while replacing Free with a top available RT (Wagner). WR candidates would be Jackson and Pryor.

The 2 FAs are assumed to be 4 year contracts with $12M AAV and $15M signing bonus. The shown cap structure of these contracts assumed only 1 restructure during year 2. Wagner RT contract is 4 years with $8M AAV and $12M signing bonus again only with 1 restructure during year 2.
These signings do not blow up the cap, but actually have surpluses. Per cap rules, surplus every year is rolled into the next year. Not only is the cap in good shape, the cap space allows restructuring to be limited to once per new contract. The annual restructures of top contracts like Tsmith and Tfred are eliminated after 2017. After 2021, restructuring would likely be required again as Dak/Zeke/class of 2016 draft contracts hit their max impact. The model assumes the conservative position that the cap stops rising from a new TV contract, and that most of the class becomes good starters/probowlers. If that happens, then the team would be based on ~10 probowlers.
This assumes Mo, Carr, Wilcox and Church are not kept - as Jerry suggested only 2 positions must be addressed before the draft (implying CB, WR). Also Free is replaced with Wagner. All of Romo's dead money is applied in 2017.
Rookie pools are accounted for with 10% increase assumed every year.
To adjust for # of players under contract, the model follows rule 51.
In terms of our own FAs, these are the ones kept:
2017: Mcclain, Moore, McFadden and Irving.
2018: Martin, Collins, Wilson
2019: Jones
2020: Beasley, Dak, Zeke, Jaylon, Collins, Tapper, Brown, Rico
2021: 6 2017 draftees are resigned at 25% raise over 2017 equivalents.
