NFL Europe was not about developing talent as it was a failed attempt at exposure. Most teams treated it like a joke.

Yup. Would love to see them renew that idea with the point being to develop players and provide a high level of play.
Force each team to send X number of players to the league.
Pay your practice squad guys more money and let them all go play in it.
