The Cowboys announced they would cut him if they could not work out a trade for him. Why would teams make a serious offer for him if they knew he would be available for nothing anyway? And picking him up as a free agent would allow them to re-sign him to a more agreeable contract. The point is the Cowboys did not have to trade him or cut Collins. If they received an offer that they did not like they could just say no to the deal. Like I said, how likely is it that a WR as good as Cooper would be available in the 5th round?
And if anyone is wondering, the Cowboys are not getting a comp pick for Collins either. They literally got nothing for him.
But if he were THAT valuable, a team that really wanted him would try to obtain him, which is what Cleveland did. They wanted him rather than risk him going to free agency. But the only value the Cowboys could get for him is a fifth rounder. Simply put, no other team wanted Cooper that much to offer anything higher than a fifth.
If they found him that valuable, they would have traded for him. Only one team wanted him or esteemed his value high enough to trade for him and not risk him getting to free agency - the Cleveland Browns.
