To be honest you don't know how much the league would cover up....
Spygate is just one such example of a cover up in sports. In terms of PEDs, whose to say A league may possibly target a no name player, while avoiding targeting big names because of their star power and ability to bring in fans. The targeting of Wade Wilson as a QB coach when prescribed HGH for diabetes is just one such example of this show.
Then there is the issue of recuperation. If somebody is injured, drugs like HGH may possibly be helpful. Where does one draw the line? You can't tell me a person on HGH with a torn ACL is in a significant advantage to a guy not on HGH who doesn't have an issue with his ACL and can train.
