As much as I want to right now it wouldn't be wise since the police and a local news station is now involved

asking for damages is totally legal and it may be punitive.
think about how much time you had to spend to collect what is rightfully yours?
and your colleagues - all of you are not making more $ when you have to deal with this?

you really need to get some legal advice from an attorney.
remember, the first call is free.

also remember, he may have been hiding you guys as 1099 workers instead of being employees. that is a big deal to the IRS. ask an attorney about this point with the specific details.
i am guessing, but if i were him, i would be ******** in my pants with press coverage and being totally in the wrong screwing people out of their salary.

If the press is involved then the DA is almost certain to act. He'll get you your money. If you really want him to suffer then sue him for damages as well once the criminal action is finished.

Also if he is in a licensed trade like HVAC or electrical then you can approach the licensing board and file a complaint. He will capitulate faster than you can fill out the form. They'll shut his shop down.

you are not being an evil person asking for damages.

think about all the time you spent dealing with this mess.
you are not making money while you have to deal with him.

I guess he is starting to feel some preasure now cause he tried to settle, but his offer was insultingly low and anything short of a 100% of what he owes will get rejected. He got pissed and started sending threats through WhatsApp.

Might just go find the guy and beat my money out of him at this point

Nah man just screenshot the evidence and sue him royally...

Take your money, ask for backpay for the hours you put in to getbypur money from him. Probably won't happen, but you can try. Just my opinion
Good luck
