No it's not. The league punished Jerry by taking cap space not money.

When the team immediately starts restructuring deals to get under the cap because of the penalty then yeah it ends up being the same thing. WE always spend 95% of the cap so we lost $9m in dolarrs spent over that time and are still missing about $1m in spending power now.

It is the same. If you got 20 dollars to spend and someone says you only have 15 dollars to spend and that person takes your 5 dollars and spends 25.

The other owner got cap space not money. They had extra cap room but used their own money not Jerry's.

Jerry still had all his money. He just could not spend it because of the cap.

This was not a fine.
