Heath is much smaller than Wilcox. Heath ran a 4.65 40-time compared to Wilcox's 4.57 40-time. Heath has a 37" vertical to Wilcox's 35" vertical. So, it has nothing to do with the color of their skin. I think Heath is a good athlete, but he's a smaller guy. He's far better of an athlete than Barry Church, Keith Davis, and the other slugs we've had at safety over the years.

Heath is listed 5 pounds lighter than Vaccaro, yet recorded 7 more reps on the 225 lb bench press. Heath also recorded a faster 40 time, clocking in at 4.49, Vaccaro submitted a 4.59. Vaccaro (38″) and Heath (37″) had nearly identical verticals, though Heath is listed as one inch taller than Vaccaro. Heath did best Vaccaro in the broad jump.

Only thing I found on him running a 4.65 was this
Jeff Heath (Saginaw Valley S) – 40 yard dash went from 4.65 pre-test to 4.45 at Pro Day. Vertical Jump went from 30″ pre-test to 37″ at Pro Day and blew the scouts away on position drills. Jeff signed with the Dallas Cowboys and is in the 3rd year of his contract.

I would say what allowed Heath to make the roster his rookie year was his athletic ability and the fact the Cowboys look for guys like him in the late rounds/UDFA.
Very good measureables, but need time to develop and mature their athletic ability into NFL players.
Do I think he can become a starter? 50-50 on that. More than likely he stays as a package safety/ST ace.
