I understand how it works. Your fooling yourself if you think for profit complies like this will lower your rates if their cost go down. The only reason they would do this is to obtain greater market share for economies of scale.
And if you want to talk about morality, I can give you some anecdotes about insurance companies totally screwing people based on technicalities. But morality does not apply to corporations, right? They're just maximizing their profit to comply with the fiduciary duty to their stockholders.

He already said he was hurt. I'm not talking about fraud here, but he should maximize the amount he gets paid without feeling guilty just as the insurance company minimizes the amount they pay off.
"Hurt" can mean a lot of things.
Yes, but if you sustain an injury it behooves you to seek the maximum payout for said injury.
If, for instance, the pain goes away and then comes back or leads to another injury, do you think the insurance company is going to help you?

And if the soreness goes away in a few days... Does that deserve a say a $10,000.00 check?
I don't see it as immoral. It's the industry they set up. It's just how it works.

A claim is made. The insurance tries to pay zero or the least amount possible. A claimant tries to get the most amount possible.
Unless you have some exact monetization for every injury that you think is fair, maximization is the only play.
It's that type of malignant thinking that has caused not just insurance but our health and education systems to become toxic.

I was hit in a similar manner several years ago.
I was sore for few days and that was that. They fixed the car and some basic doctor stuff and that was settled.
I didn't feel the need to try gouging anyone.

You're lucky. A lot of times injuries aren't immediately apparent after an accident. Especially neck and back injuries.
