not as easy as you make it sound. A implosion device is incredibly finicky; everything and I do mean EVERYTHING has to go JUST right for you to get a full event. Even the US figured a minimum of 2% duds if we ever went to war; for the Russians it was 5-10%. That is why important targets had at least two or usually three warheads to each; to make absolutely sure.
Ground burst ICBMs are expected to an have even higher rate of duds; if the fuze is even .001 of a second off the device will be crushed and will not function.
A penetrator meant to go hundreds of feet through rock and concrete will be a real job. I happen to believe it will in the end be a type like the original Hiroshima bomb- a gun type. It is a lot more robust and easier to set off.
