An RFA has to sign his tender before he can be traded. Whether or not that makes sense, or whatever the reason is, that's the rule.

No, but Boldin was in the middle of a 4 year contract so he's not a good example.

This would be a better, hypothetical example:

Marcus Spears comes to an agreement with the Dullphins ( and by the way, the Dullphins don't need permission from the Cowboys to negotiate with Spears since he's technically a free agent ). The Dullphins don't want to give up their #1 pick for him, so they call Dallas so they can work out a deal. The Cowboys and Dullphins negotiate and end up agreeing on a 2nd round pick.

Well, in order for the transaction to be completed, Marcus Spears MUST sign the contract the Cowboys tendered to him first, and then the Cowboys trades the contract to the Dullphins for their 2nd round draft choice, at which point the Dullphins tear up the contract and sign him to the figure they originally agreed upon.

Hence: sign AND trade.

Really people, it's not complicated.
