It's a matter of semantics if you will.

The steelers may not want to trade, have no intentions of trading so in that aspect you are right.

However if they do not match then they get compensated by getting a draft pick.

Now compensation or trade, whatever you want to call it a draft pick and a player are traded to another team.

Semantics but it all boils down to a trade.

My point was there are no negotiations for compensation unless it is a trade.
