Are the Commanders tampering by offering that trade deal for a player that hasn't been given permission to seek a trade and that the team has stated repeatedly they will not trade?

It isn't tampering to deal with the Bengals. It's tampering if they go behind the Bengals back and try and work a deal with Johnson.
 
I think the Washington Post might have given numbers on a possible contract with Chad Johnson, and that was something that might have caught someone's eye...At least, I think that's what I read.
 
Commanders offerred their #1 and next year's #3 which could also become #1 if Chad and the Skins met incentives....

And they still got turned down :laugh2:

Wow, as thrilled as I'd be to see Chad wear the star, I think I'd love this deal even more - too bad the Bengals weren't smart enough to take it.

Isn't that the same as making an unprovoked offer and having it go public? Either way, Chad and his people are now aware they are wanted somewhere else. I think that's walking a very fine line in the gray area of the anti-tampering rule.

You have a clear misunderstanding of the rule

Tampering, is attempting to negotiate a contract with a player that is currently under contract with another team, without the other teams permission.

Teams are allowed to offer trades to other teams, regardless of whether or not they said publicly they will take it.

I don't think there's a misunderstanding, I simply don't know the rule, hence the question.
