he could have been subdued after the clip was spent, 16 bullets in a clip plus one in the chamber and two bullets grazing people then hitting another and there is your 19

I imagine she is not out of surgery, they may/likely could have woken her up during the surgery as to avoid further damage via the surgery.

This sounds very suspicious. For someone to hit a person with all 16 shots, not the same person, just does not happen. 2 shooters is much more likely.
