First he said he was going to focus on continuity and bringing back the coaching unit.
Then Shannahan shows up on the market.
Jerry then schemes how to to land him without going back on his word.
He talks with Garrett and gets him to do job interviews, letting him know he's completely fed up with all the reports he's getting that our playbook is the laughing stock of the NFL. He tells him he'll give him a chance to get promoted out of here before he lowers the boom.
Then when he gets news of Garrett's hiring in St. Louis (before it's known publicly), he quickly releases Stewart to set the table for a forced reality that there is no longer a coaching structure left with Garrett gone once that news is publicly released.
What this does is present a reality that Jerry had no choice but to revise his original plan. It's a face saver.
He can then present the situation to Wade and say he has to re-structure anyway, and that Wade has two options:
1. Be fired and best of luck finding a DC job somewhere, as that's all he'll get.
2. Be retained as DC and joined with a new Head Coach.
Wade, seeing that the move can be done with little loss of pride (since he no longer has co-ordinators and other coaches under him on offense) will accept the demotion, paving the way to hire Shannahan smoothly.

Just speculation.
What I think happened:
1) The Rams were set on Garrett and thought a 4 year 12 million contract would seal the deal. Arrange flight to St. Louis.
2) Garrett's wife balks at the "pay cut" as she thought he would be getting paid more over the next few years since in the NFL salaries get structured for annual increases. Tells him she hates St. Louis and prefers the great state of Texas. Garrett, the whimp, takes her orders and balks at the contract. The Cardinals don't budge and talks stall.
3) The Cardinals offer their second choice, Spags, the same contract deal and he says hell yes.
4) Garret is sent packing back to Dallas. :bang2:
