ball velocity is the ability to fit it in a window at a certain velocity.
so it is a speed-accuracy tradeoff and Rush seems to have great anticipation in his throws.
it seems there is room to train/improve based on his body specs in simple comp with Moore:

Rush - 6'3" 228lb with 32 3/8 arm length - ball velocity 46 mph
Moore - 6' 197lb with 30 1/4" arm length - ball velocity 52 mph

if Rush did not care about accuracy, he should be able to throw it a lot faster/farther than Moore given his arm length and apparent muscular build.

Kellen Moore must have been throwing with a hurricane wind behind him. There is zero way he has a stronger arm them Cooper.

The ideal number you want there is 57. Any higher and you're over throwing the football.

His body type and lack of functional arm strength will immediately make him a draft reject on some team's boards, but that could be a mistake. Processes as quickly as any quarterback I've studied over the last five years and has the anticipation and accuracy to counter his lack of velocity. Mental makeup and consistency of production make him a legitimate NFL roster candidate.

I remember that Zierlein quote about processing so quickly. Pretty good attribute to have. Can make up for some weaknesses.

I remember Romo said something about how the biggest trait he looks for is the ability to go from one read to another to another in a quarterback.

Now, I can't say with 100 percent certainty, but Cooper seems to have this down pat

I recall Tony Romo being clocked at 57 mph at the 2003 NFL combine. He didn't participate in the QB drills. He was only there as an extra arm to throw to the wide receivers during their drills.

“They let me know about that article,” Rush laughed. “I’m not the most defined guy, I’m not all ripped up. My body has definitely changed over the last couple months. I Feel like a much better athlete.”

He is also pleased with his arm. He said several NFL QB coaches were, too.

“I can make all the throws,” he said. “I have good enough arm strength. I just wasn’t always using the bottom half of my body.”

Shows why coaching is so important. He could have had a poor throwing motion that allowed balls to float that has now been corrected. Scouts miss all the time and sometimes a player surprises you once getting into a system.
