I believe so.
The NFI list can be used for any draft pick that suffered an injury while in college.
That doesn't mean any little ding will qualify, it must be a major injury that resulted in the player missing at least 6 weeks of practice from the date of the injury.
Mark Nzeocha definitely qualifies.
Will it be necessary?
Maybe, maybe not.
There's no harm in starting out on active/NFI when training camp opens. Players can be taken off the list as soon as they are ready to pass their physical and may then start practicing.
If they don't come off the list, they will revert to inactive/NFI when the regular season starts and miss at least the first 6 games just like PUP.
I would prefer to see him on NFI or IR if possible. I just don't see room for him on the 53. Despite the fact that they can't practice during the season, a year on IR would be really beneficial to player like him.
A series of terrible events would have to occur for him to get snaps on the defense this season, IMO. I don't even see Wilson getting snaps on defense.
I'm excited to see the 2 guys that stayed on IR last season, Chris Whaley and Gardner. Whaley's game footage compares favorably to some 2nd/3rd round type DT this in years draft, IMO.
