Plenty of teams operate this way; GM controls the roster, the head coach controls the on field product. A good team experiences input from both sides. Coach tells the GM what type of players he wants; GM has input on player development.Except the players do not see their head coach having real authority if their general manager is making all the football moves.
Jerry not only walks all over his coaches with addressing the team pre- and post-game, he insists on certain players getting reps (Ezekiel Elliott last year, CeeDee's touches this year).
