Here you go;
Both the Packers and Cowboys finished last in 1988 in each of the NFC's two five-team divisions, and so they played twice in '89. Also, Tampa and Dallas finished last in those divisions in '89 and played each other two times in 1990.
Apparently uneven divisional teams in conference created the need for some teams playing a non divisional team twice. When the realignment came in early 90’s this was resolved .

Actually, they stopped playing in Milwaukee long before the Lambea renovation. Ron Wolf decided it made no sense from a home field advantage. Even now tho, Packer games at Lambeau are divided between Milwaukee ticket holders and Green Bay ticket holder. One game is for Milwaukee Stadium ticket holders and the next is for Green Bay ticket holders.Money, as the answer to most questions. They began playing there part time due to money. Once they finally renovated Lambeau enough that it became more profitable to only play there, they stopped splitting sites. Milwaukee only held around 53,000 people for a football game. Lambeau currently holds 81,000.
I was at SB XIII. What a dump of a stadium. Felt like it was going to collapse. RFK in Washington was almost as bad.The Orange Bowl was an even worse place to play for Dallas.

A struggling team can be dangerous. All the miscues of the previous game will most likely be cleaned up and it will be up to Dallas to come to play at historic Lambeau with their A game and not slack off. The NFL can produce underdogs as victorious winners on any given Sunday. I never like to go into any game cocky with the attitude that the game is won before it's played. However I do like swagger and confidence going into any game. Took the wife there a few weeks ago. She's a die hard Pack fan that she inherited from her father. It was a bucket list trip for her, she even got me to wear her father's old Packer sweatshirt (she wore Cowboys gear when I brought her to Dallas games, so fair is fair).I attended one of those losses in 1989 with the Cowboys Travel Club which Jethro begun in his inaugural season. It was in mid to late October and weather was mild for them in the 40’s - 50’s.
I had traveled with the team initially to New Orleans in JJ’s debut game and stayed at same hotel able to greet the players and coaches in their arrival. We also had breakfast with one of the asst coaches .
Such a wonderful Travel Club . Did several times thru the 90’s. But this particular trip stands out as my favorite . Not only was it my first encounter with our current owner as we were in the gift shop in line together but my most enjoyable trip.
If you ever travel or attend any road venue Green Bay is the place to go. The history in Title Town USA is amazing. Packers have their own Hall of Fame museum. And the Cowboys are well represented.
Green Bay is by far the smallest city of all NFL sites. And I’ve never been more warmly greeted by the citizens but also the fans . Classy classy fans and people. No other venue, city or fans measure up .
