He is the 7th ranked free agent. He is young and healthy and coming off a solid year.

You act like there isn't any DT's in the draft or FA. Plus you have been harping on drafting two DT's and signing another in FA for months. A tag doesn’t feel close, especially when Fisher broke the story days ago. This feels like a guy who wanted to be 1st more than he wanted to be accurate. Close typically gets done within 48 hours. A tag means they could negotiate all summer.
