He has only made 1 tackle in 2 years. If that's not fear of tackling, what is?

He is WRETCHED as a punt returner. More drops and muffs than clean catches and nabs. He just can't get the hang of it at this level with so much other things going on. For every ounce as good as he is on kickoffs, he makes up for it with boneheaded punt returns and lapses in coverage.

First off, I'd find out why he was in the dog house in NY. If it was a personal thing, that's on thing, but if he just can't cover NFL receivers, it's another.
If he was doing all right in the coverage area, why not sign him? Get him for the rest of the year for the league minimum & let our worst CB go. What do we have to lose? We know he can return kicks, and with Felix doubtful, he could be a spark in that area.

if he can contribute on ST then yes, but from what NFL network was saying the Pats probally will put in a wavier request
