NFL teams bring @100 or so guys to camp and then cut down. Everybody gets a look-see, and every season a few long-shots end up making somebody’s 53.

No harm in signing an athletic camp-body early on.

Actually the limit is 90. You see a lot of OTA rookie invitees along with the rookie FA’s and draft picks, but they are not officially signed. So if you include those maybe a list of over 100 including vet players, but many of them are not at the rookie camps, unless rehab or just working out. But do not participate with team drills.
But the camp invitees are not part of the roster unless signed later, but then someone needs to be released.

But there can’t be anymore than 90 players signed and going into TC unless on PUP.
Only top 51 salaries count against the cap until the season starts.
If anyone is wondering about that. Then it is the 53 players.

Athlete may be an understatement. He played QB, RB, DB, and special teams in college. The Patriots viewed him as a Safety, the Seahawks viewed him as a LB. He is a Will McClay dream-come-true (uber-athletic and cheap). I don't want to get too excited about a middle of February off-the-street signing but this defense needs athleticism and speed. Hope he works out.
