It's only DPI if the defender physically impedes his ability to play the ball before it gets there. If Ceedee had attempted to push back upfield into the ball and run through the DB, it would have been DPI. But since he kept running his route and the ball harmlessly hit the back of the DB, thats just incidental contact. Ceedee didn't catch it beause the DB was in between him and the ball, not because the DB physically prevented him from adjusting to the underthrown ball
