I'm guessing he's seeing a D that can drop 7 into coverage while stuffing the run and generating a tremendous pass rush. There's a reason they're undefeated.

It seems Romo doesn't believe they'll let people run free late, and they're taking the chance he's impatient about that. Also they're shifting people by twos well. Two into protect at the right time, two people shift on defense at the right time.
