Playcalling and execution inside the 30 (moreso in redzone) has been terrible. Dallas should be dominating and yet it doesn't quite feel like it

Franchise Legend? Zeke was great, but never got to the legenary level.

He was great for a couple of seasons. His overall Cowboys career was good, but not legendary at all. Compare to Emmitt: broke nearly every major career RB record, MVP awards, multiple SB wins... now that is legendary.
