It's simple, if the Cowboys hold onto win tonight and the Eagles lose against the Saints, the Cowboys will play starters against Washington. If the Cowboys win and the Eagles clinch on Sunday, then the starters will rest for the game against Washington.

I think it also comes down to what Washington does this week If that last game is a win get in and keep Green Bay out situation, your choice is even easier.
