Normally yes but if the ball isn't clearly possessed when the whistle blows then a clear recovery will count

The key here is Dak fumbled *before* the whistle blew.

If he had possession still and the whistle blew early (ie before he was actually down) and then he fumbled after the whistle then it's still our ball

But because he clearly lost possession prior to the whistle and Tennessee clearly recovered, then unfortunately it was the correct call
