That is specifically not the rule. What you are citing ONLY applies to if it the play ruled down by contact, as before even if there was no whistle if the play was ruled down by contact it could not be challenged. However if the whistle blows the play dead it is over, regardless of whether they rule it down by contact or a drop or whatever. Nothing that happens after the whistle blows counts. Specifically for the reason that they do not want players ignoring the whistle.This is not true. Hasn't been for like 20 years now.
If it's blown dead, but replay shows a fumble and clear recovery, it would be a turnover. However, due to the play being blown dead, no advance of the fumble would be counted.
