It's not warranted. I think part of it comes from his personality, which has put off a couple of the local reporters and, I think, that's flowed over a bit to how he's covered by some. Other than that, he plays maybe the toughest position on defense, and is the one that gets identified often when third down plays are given up. It comes with the territory that some fans are just going to see his guy catching the converting pass and think it must have been Scandrick's fault whenever that happens.

Also his attitude doesn't help him. He's the smuggest player I've ever seen in a Cowboys uniform.
every year at this time there seems to be a guy that "is all that and a bag of chips", then when the regular season rolls around he disappears. I get a feeling everyone has made such a big deal over this guy that he will never be able to live up to expectations.

You're right about guys not living up to expectations. And then there's the guys who rise above them. There is no reason to not be optimistic about this guys possibilities. But as of right now that's all they are....possibilities.
Carr, Claiborne, Webb, Moore, Scandrick is a pretty deep CB core.
In the Senior Bowl practices that I saw, JJ Wilcox looked better in coverage than Webb. They were practicing against the same WRs.
