It's designed for Free to see if Witten has the defender, which Witten looked like he was on him, then Free is supposed to help inside, if nobody is inside, then Free looks for the next player to block, be it on Witten's defender or a delayed blitzer.

The scheme is a FAIL when you are asking Witten to block a DE. He can not do it, and hasnt been able to for a few years now.

There is no clear recovery if you blow it dead prior to recovery. Worst call ever. The refs don't know the rules.
