It is really a great PR diversion from Lazy GMs and Cheap Owners.
These Billionaire manage restrictions way more complex in their past, present and future endeavors than NFL salary caps. They are wealthy because the know how create revenue with limited expenditure...they keep the same practice on players.

I think Rookies normally take up $10M-$15M cap space.
The last CBA agreement and present did away with crazy $$ rookie guarantees
