Does it come with a functioning roof that can open without pieces falling?

Wasn't the roof. It was a conduit cover. From what I've read, it seems like it had been left loose, or only partially secured, and the wind ripped it off when they opened the roof for the first time in over two years. Basically, lazy maintenance guys.
