It was late in the season and they needed the roster spot for McFadden - tried to get him to practice squad. Now they can have 90 in camp and only have 4 RBs.

Cleveland was probably intruiged since we had stashed him on our active roster for so many weeks and had so much RB depth. Had he started off on the Practice Roster no one would have batted an eye. I'm guessing he played like his draft grade, just needs work, but not ready for primetime on a team like the Browns

This is a procedural move. To put him on IR right now you have to request waivers first. Of course other teams can claim him. But it's unlikely since he wasn't that good in the first place.
