Not supporting anything Key says in public as he's been somewhat of a terd himself over the years, but that's a rather ridiculous statement that cannot be supported...T.O. gave us more, but Key gave far more than many expected...T.O. gave less.

Key was going to be nothing but trouble. He caused way less than owens.
Matter of fact he got us as far as owens.
