If either of the quarterbacks (Wentz/Goff) are considered franchise, they won't be there at #4. Teams tend to have the same mind as it relates to good quarterbacks. If the Eagles, Niners or Rams think highly of either Wentz or Goff, then they're going to think the Cowboys have the same opinion of them. So they're going to want/need to jump the Cowboys in order to get the remaining quarterback between Wentz and Goff.
So the Cowboys are going to have to move up to get one of the two. I don't think they'll do it, though. I think they've predicted this scenario, i.e., if Goff and Wentz are gone, go to Plan B, which is taking the best player available (I think that's going to be Ramsey/Elliott) and then get either Prescott/Cook/Hackenberg later in the draft.
I added Elliott because I think the Cowboys really like him. But when I look at whom the Cowboys have invited into their facility, I don't see any corners outside of Ramsey worthy of picking at #4 or #34. But I do see RBs whom they would entertain with the #34 pick, which leads me to believe they'll pass on Elliott. Moreover, with either the Eagles, Niners or Rams trading up for one of the quarterbacks, I don't see a trade back scenario for the Cowboys. I just don't see any other team trading up to #4 - unless the Rams somehow panic seeing both Goff and Wentz go off the board and fearing they'll lose out on Lynch.
Having said that, a little more than two weeks and all these speculative scenarios can all be put to rest.
