I call it near-BPA. If there is a WR and other players on a similar tier, then take the WR.

Trades can be used to match BPA with need.

R.Smith seems like the type of LB they need. Modern LBs must be fast and great in coverage even if they give up some size. That seems to match RS.

The kicker is that you get less value drafting a 4-3 LB in the 1st than a WR, DE, CB, OT, DT because those positions are on average much more expensive in free agency. Luke Kuechly averages 12M per. A middle of the road WR like Alshon is getting paid more than the very best 4-3 LB.
I totally agree with the tier being close then you can go with the need or more important position.

If neither are there, trade the pick to improve the situation
