Most 40 times are done hand-held. Case in point is the players at VA Tech, Miami and FSU. Normally you hear these gaudy 40 times that will make your jaw drop, but when they are timed electronically, it will be totally different.
Take McNeals 40 time and have it done electronically (which is will be at the combine) and add anywhere from .15-.18 to the 40 time.
Also things to consider are like wind, track/field conditions, turf/grass, shoes and even altitude which can add as much as .25 to the 40 time.
McNeal's time was without a doubt done hand-held which is very subjective to say the least. The addition of .15-.18 is only on average, so you can add much more to that in alot of cases.
To get what I'm saying. Jerk out a stopwatch and start the stopwatch and stop it as quickly as you possibly can. Now just imagine starting and stopping a watch for a runner down to the exact tenth and hundreth he starts his dash and stops it at.
