Off-season amphetamine use would be considered substance abuse, but if used in-season, it would still be a PED. Scandrick and Welker tested positive in the Spring so they would fall under the first time substance abuse policy and not be subject to a suspension.
Scandrick and Welker tested positive in late April/early May. That is the off-season.

That isn't when testing begins though. Testing for drugs of abuse starts 4/20 every year (yes, it really is 4-20, I'm not making that up)

They aren't playing games, hence the 'offseason'. Amphetamines taken in April will not improve your perfromance in September, that is why they will be classified as substance abuse and not PEDs.
ok, my apologies, i think you and I are having 2 completely different conversations here.. I was just making the point that according to the chronological order of everything that Scandrick would be eligible to have his case reviewed, not the fundamental difference between the classification of the substance(s) involved

No, they fight to protect rights...and that benefits all players.
Like the right to smoke a little more pot or use amphetamines? Like it or not, these guys are role models to millions of kids and should be held to a higher standard, not less.
It is all over PFT and most other sites. The league presented a proposal for the NFLPA to vote on, but they have a few issues and have not voted on it yet. It could happen at any time according to most reports.
