Then why do the North Koreans spend so much on something that can be shot down.

That is why they are working hard on mobile launchers....harder to track and shoot down.

leverage in getting whatever deal they want.
there is another concern i have if they can miniaturize warhead.
i suspect they can cause serious damage just by launching the warhead into space and exploding it to take out satellites within hundreds of km from the explosion.
