Cowboys safety Gerald Sensabugh was fined $5,000 by the league for a horsecollar tackle on Carnell Williams in the second quarter of Sunday's game. Sensabaugh said he will appeal. He was not penalized in the game.

"I grabbed the back of the guy's jersey," Sensabugh said.

Jason Hatcher said he has not received a FedEx package from the NFL, meaning he likely wasn't fined for a low hit on Bucs quarterback Byron Leftwich.

Best way to know if you are playing well at the safety position for the Cowboys ...... is how many fines and rule changes the NFL makes to try and stop you.

I remember that play and thought he didn't get a penalty because he didn't pull back.

He did pull back but he grabbed Williams' jersey. It is only a horsecollar if you grab him by the pads and pull back, not by the jersey. He should appeal, It wasn't a horsecaller, and wasn't flagged for it.

Hell Bobby Carpenter is the one that should be looking for the FedEx package. I couldn't believe a penalty wasn't called on him for hitting Leftwich low and late.

Yep I remember the play as well. I did not notice his hands on the pads.

Actually, I think the original rule excluded the jersey. Before last season the rule was revised to include the jersey IIRC.

Exactly. The Horse Collar or Roy Williams rule was because players were getting hurt from the jerking method Roy was using to bring the player down.. I don't understand how the NFL expects players to tackle people from behind if they cant grab them. If they grab and yank them down by the collar or shoulder pads then it's a penalty, if not, it's tackling.

Ahhhh, I didn't know that. I wonder why they didn't flag that then, because it was pretty obvious he grabbed by the collar...

The rule was expanded to include the back of the jersey in 2006.

The committee expanded the definition of a horse collar tackle. Last year, the committee determined the tackling style of Cowboys safety Roy Williams and others was causing too many injuries. Williams would grab a player by the back of his shoulder pads, pull him down and fall on his legs, causing at least four serious injuries during the 2004 season. In 2005, though, only two "horse-collar" penalties were called. On Wednesday, owners voted in a change that will include grabbing the back of the jersey as a horse collar tackle. The vote was 25-7 in favor.

Stupid rule anyway.

They've been doing it for decades with very few actually injured because of it.

This is such a BS rule. how are you supposed to get a hold of a guy? Its amazing football has been played for what 80+ years and this has never been an issue till recently. simply amazing at the stupidity of the NFL.

I'm the one who said "collar", I think the rule just says "back of jersey" or just "jersey" so I believe that's my bad on that if that caused any confusion for you.

The ban states that a horse-collar tackle is an open-field tackle in which a defender uses the shoulder pads or jersey to immediately bring a ball carrier down. The term "open field" means that horse-collar tackles committed near the line of scrimmage will be allowed; in addition, the stipulation of "immediately bringing the ball carrier down" means that, if a defender begins to bring a player down by the shoulder pads but lets go before the tackle is completed, he will not be penalized.

Hmmm...lets see you, you can't hit them low ,you can't hit them high, you cant grab the collar or the jersey.
I know , how about if we grab them around their waistband, yank their pants down around their ankles and let them trip on their own two feet!..LOL

Meanwhile, you can grab pass rushers by the collar, jersey, facemask, or anywhere else you like.
