Really though, how many people have gotten hurt returning punts? I am sure the percentage is low.

I've seen a bunch over the years. It is rather dangerous to have to go from looking up to field the punt to looking level to find the tacklers. You can get drilled hard. There's a reason they call it suicide squads.
