Not discounting. He looks too small (slight build) to run around and play like he does for the NFL. He might develop in time.

There's nothing remotely good about Romo's injury except for maybe Jerry will think about drafting a QB in 2014. But even if we do I'm not sure we have the coaching staff in place to help him develop.
