I though Heath was one of the better tacklers on our team. His coverage skill are what was lacking.

This is correct. He was one of the better tacklers on the team. He started 8 games and finished 6th in tackles. Barry Church led the team. Extrapolation says that if Heath had started all 16, the safeties would have been 1st and 2nd on the team in tackles. That is pretty damning for the rest of the defense. Even with only 8 starts, Heath made more tackles than any of the Dlinemen, and more than any of the linebackers except Carter and Lee.

You can't teach speed and intelligence. You can teach coverage skills and recognition of formations and routes. Given another off-season, I think Heath will be the guy Matt Johnson was supposed to be.

Moore was not RKG. I thought he had some issues off the field.

I see Heath as a Bill Bates type guy. Tough and fast (4.48 at his pro day) and big enough (208 lbs). I don't see him ever being more then a spot starter and a special teams guys unless he learns how to play the ball in the air. He's not a natural athlete but he is a hard nosed dude with tough skin. He will get better. How much better is TBD.
