The bigger negotiating point, to me, is that the guy is one hit of a woman away from a year's suspension, so cant guarantee him too much money.

Everyone is one DV incident away from missing a year. Hardy and Peterson had to miss games all year before their cases were adjuducated. The league won't call it a suspension bu the teams still don't get the services of the player. Maybe they end the Commissioner's list nonsense, but they may have to come up with something while a player awaits trial.
