Aside from Special Teamers (which OP clearly asked to be disregarded, yet everyone in here still included), the only obvious answer is Parsons.
.
Lamb would be a "starter" if you consider the 3rd receiver a "starter" ( which in reality it is). But they aren't sitting Devonta Smith for Lamb. Not saying Smith is "better" or worse, but he's just a perfect complement to AJ, moreso than Lamb. Lamb has more star potential, but Smith is money and never drops, and is a million times better route runner.

Anyone suggesting they'd sit any one of their oLinemen for TSmith is just reaching, and they aren't sitting any of their secondary for any of our guys.

So really just 1 stone cold lock, with Lamb thrown in as WR3

@Scottishcowboy asks a question on another thread....how many Cowboys would start on the Eagles? Take out special teams and I would say two, Micah and Ceedee. Doesnt that show how far away we are from competing with the Eagles? How many do you say?
Lamb, Micah, Tyler Smith? Maybe Bland or a healthy Diggs...? Turpin, Aubrey and Anger?

That'd be my guess.

Lamb better than any receiver on their roster and T Smith is much better than their current starter. (Landon Dickerson). It’s not even a discussion.

The same eagles defense that was near the bottom of the league a season ago when they all crapped the bed and went through 2 def cord mid season is now so amazing the only guy who could start is Micah... Isn't it crazy what coaching and scheme can do for a team?

Let's take our players right after coming off a god awful season and compare those to the eagles players heading into the SB.
Let's ignore the entire body of work of both teams and players over the last few years.

Oh well. Typical Cowboys fan behavior.
You do realize the Eagles turned over a ton of their defense right? Unlike Dallas most teams address areas of need.

New LB, 2 new CBs, new S and that’s staters, tons of turnover among back up’s also.

It is a discussion. Landon Dickerson has multiple pro bowls and got all pro votes this year. T Smith is excellent and we could argue who is better but no way is he much better than a guy who got all pro votes.
Now that I look Dickerson got 18 all pro votes. T Smith got zero

Smith had to cover for Guyton most of the year( impossible task) while playing two positions. Dickerson blocked for Barkley.

I have thought the same thing but voting for all pro Dickerson got 18 votes and came in 3rd overall. T Smith got no votes at all pro
I’ll give Tyler some love based on his career to date. He is an excellent LG. If this year becomes like next year, it could become more clear cut. I’ve been a Tyler guy from day one but I admit Dickerson is a beast. Of course he plays next to black bear-sized Mailata.

Mailata is a top 3 LT in football. Tyler had to cover for a completely overmatched Guyton all year. Tyler is a two time pro bowler and is only 23 years old.
