there's a new Sheriff in town! Meaning that Bill Parcells, Owens' new coach, may have a different view of Mr. Eldorado's freedom to perform post TD celebratIons; especially in light of the new penalty rule.
I forsee Bill Parcells meeting with the team, like many NFL coaches probably intend to do, to explain that self control is expected once touchdowns are scored. He may even conduct a special meeting for those who have demonstarted excitable behavior during post-TDs ...hence, some players may feel that this is a forgiveable sin/penalty, and may react accordingly. Some players may also choose to rebel and feel that a fine/penalty is worth the 6-points.
