Of course I'm going to say Toronto over Mexico. We've got the Jays and the Raps. We've got almost 6 million right here in Toronto alone and almost 12 in the region. Also the major economic punch that Mexico doesn't have. Anyway, the Bills are already playing two games a year up here plus a pre-season so you guys who want to keep it in the states are already on the outside looking in like we've been for years.
We Need the NFL and can support it.

I think they really want to go back to LA, but you make it sound like the NFL as a league made a conscious decision to leave LA, when that isn't the case. Based on that list, it looks like Portland would be the next biggest other than LA.
And I think an earlier poster got it right: though I'm sure the NFL would love to break into the Latin market, what player is his right mind is ever going to sign on with a Mexico City team?
