Bill is more concerned with his win/loss record than having his backup get more playing time. The only reason why I think he would let Romo play other than injury is if he thought he needed to see more of him in a real game environment.
His unwillingness to play Romo suggests to me that he is content on what he knows about him as a QB. The question is when will we find out what Romo has if anything.
