Illegal Shift-could someone explain this?

A 23 yard completion to Owens in the 4th was negated due to an illegal shift penalty on Owens and Witten.

It looked like to me they were SET a second before the ball was snapped.

How was this an illegal shift? Even Simms didn't think so.
