Terrible that people let it get to that condition in the first place.
However you see all the volunteers doing the work while people that live there just watch.

Also seemed odd to me they were planting just random flowers in areas they cleaned up instead of planting fruits and vegetables.

Maybe the soil is too polluted to produce edible fruit, as in they'll all be toxic due to pollution?
